Qatar packages are usually quoted as basic plus housing, transport and annual flights, and are tax-free. Recruiters compare like-for-like on total package, so quantify scope rather than salary history in the CV itself.

A two-page single-column PDF: contact line with location and visa/NOC status, a four-line summary, licences and certifications, then reverse-chronological experience with quantified bullets. Avoid tables, columns and graphics.
If the role is engineering or healthcare, yes — state whether you hold it, are eligible, or have an application in progress. Leaving it out reads as "not licensed" to a Qatar recruiter.
Valuable but not mandatory. If you have none, make regional relevance obvious another way: international standards you have worked to, multicultural team leadership, and projects of comparable scale.
